Matt Cutts said yes to use Disavow tool but he also stated
when to use that.
When you get a manual action, of course.
If a web master is not removing bad link pointing your site
or if he want to charge to remove links.
If you are worried about negative SEO.
If you find any links pointing your site that actually you
dint need them.
If you find any link bomb attack.
If you are afraid about someone will submit spam report about
your site.
If you identify your page rank is getting down.
If you can’t sleep in the night because of some of the links
to your site.
